Abstract: Board for National Standard in Education (BSNP) as an independent agency has a strategic role in improving teacher quality through the development of national standard of education. The purpose of this study is to answer the research questions: (1) What is the role and functions of BSNP in the development of national standards for improving the quality of teachers; (2) How is the implementation of national standards of education in improving the quality of teachers; and (3) What are the implications of the development of national standards for the revitalization of the Institute of Educational Personnel (LPTK) in order to improve the quality of teachers. This study uses a mixed method, which combined quantitative and qualitative approaches. A quantitative approach is done to obtain data on the condition of teachers in Indonesia, while the qualitative approach was used to analyze public policies related to teachers. The results showed that BSNP has a strategic role in improving the quality of teachers through the development of national standard of education, but in its implementation on the ground is still a significant gap between ideals and reality. The results of the study recommended the need to revitalize LPTK in order to improve the quality of teachers.
Description: Hasil penelitian menunjukkan bahwa BSNP memiliki peran yang sangat strategis dalam peningkatan kualitas guru melalui pengembangan standar nasional pendidikan, namun dalam implementasinya di lapangan masih terdapat kesenjangan yang signifikan antara kondisi ideal dan kenyataan. Hasil penelitian merekomendasikan perlunya dilakukan revitalisasi LPTK dalam rangka peningkatan kualitas guru.
