Abstract: The purpose of this study is to determine PAIKEM strategy with CTL model in improving learning social studies class V students in MI. AL-Ishlah Kota Bekasi. The method used in this research is Classroom Action Research (CAR). CAR is used as an attempt to overcome the problems that arise in the classroom. This method is implemented in four phases: planning, implementation, observation, and reflection. All stages of a cycle that lasts repeatedly. In this research, cycle conducted by researchers stopped in the second cycle. Based on the research that has been done, can be concluded that the PAIKEM strategy with CTL model can improve student learning social studies. Improved good learning outcomes in each cycle is the result of the efforts of teachers to make the learning process more interesting and fun for students, so that students can play an active role in learning. Additionally in the learning process of teachers continue to strive to improve its performance by monitoring the ongoing process of learning and teachers help students if they had difficulty in understanding what they learned. Improved learning outcomes can be seen from the first cycle to the second cycle. Namely: in the first cycle of students who reached the KKM (75) only 25 children out of 40 students or 62.5%. And the second cycle to achieve improved, that of the 40 students who reached the KKM is 32 or 80%.
